They have just announced in our local paper that they are raising the charge for short term parking from £1 to £1.20 for an hour.
What I am trying to understand is they have justified this increase by saying it is "in order to manage demand". Has anyone here got any idea what that means?

More demand for parking I would think , they tend to make it up as they go along in most cases. Blur the real reason.  sun

We don't have parking meters except in the bigger towns like Hastings (NZ) where the parking meters have a little sign on them saying 'Free Parking'.  yes

The answer to your question is quite simple. It is because councils are generally composed of people who are interested more in their own financial well being than in the interest of the general public.
Thus their demand for more money (stipends, fees, expenses, clothes, secretaries, and any other thing they can fit in) can not be fulfilled  without raising running costs for the public, and parking is the obvious choice to make a worthwhile "killing".

He was probably a Pom.

Years ago I was beach-fishing with fairly light gear and hooked into a really big beastie.
Played it for an hour and covered over a mile of beach.
Other fishermen would bring in their lines an get out of your way to let you fish through.
UNTIL, I encountered this visiting English 'gentleman' on a fold-up seat who steadfastly refused to move.
I had a knife on my belt. Simply cut his line and kept going.
He started to whine and get stroppy - until he noticed the group of a dozen or so Aussies who were following the 'action' behind him.
He quickly went quiet.

Turned out to be a bloody shark.

Why do you have bloody sharks acting as parking attendants in Australia?

We have mindless morons. They are mostly being who have empty heads and big mouths.

There is nothing in this world better than a "tad". They come in all shapes and sizes and most of them at heart are  really cuddly and friendly, and most of them vary in sizes, depending on the weather and the hight above sea level.
This does not mean that they are to be ignored. A spurned tad is a very dangerous thing and some are only consoled by a packet of crisps and a bottle of gin.

There's a town in Yorkshire called Tadcaster. Maybe that's where all the various types of Tad come from. Perhaps not so much Broadcasted as Tadcasted.

I shall be going through Tadcaster after lunch, to see another old life long chum (boy scouts in the war years and after).
I shall ask him. He may know something about it. He used to be a high flyer in  BR management, and what they did not know wasn't worth knowing
