It's a good job it wasn't red and blue paint - otherwise motorists would have been marooned.

I think it was deliberate - those motorways are looking very shoddy and worn

Only a relatively small amount of paint was actually spilled, most of the load remained intact.

12,000 litres is a (small) swimming pool full.
